Project Overview:


McEvoy & Dupont Apartments by First Community Housing includes two 12-story towers with 365 homes on a 1.12 acre site. One tower would target workforce housing with Jr. 1-bed and studio apartments while the second tower would target working families with 1/2/3 bed apartments. Units will serve households earning 30% to 80% of area median income. 79 parking spaces are provided for residents in parking stackers, plus 10 visitor spaces. Additionally, the project includes 356 bike parking spaces and provides VTA transit passes for residents. It is located a short walk from the Diridon Station multimodal transit hub.

First Community Housing is just beginning their community outreach plan. Catalyze SV awaits feedback from Delmas Park and other neighborhood groups before finalizing a score. 

Vibrancy Score: 4/5

The ground floor includes an after school community room, a maker space and a job training room. An exterior plaza is proposed once the San Carlos bridge reconfiguration proceeds. Catalyze SV typically would prefer to see some ground floor retail to activate the streetscape. If retail is infeasible, we recommend First Community Housing identify ways to activate the plaza (food trucks, events and cultural celebrations, etc) and clarify community partners to manage the various ground floor spaces.

Transportation Score: 5/5

Project proposes .25 parking ratio, 1.0 bike parking ratio, and VTA Smart Passes for all residents. First Community Housing is working on a potential connection to the Los Gatos Creek Trail as well as a Bird scooter share nest and a Ford GoBike station. The project will seek Transform’s GreenTrip certification.

Sustainability Score: 4/5

First Community Housing intends to seek LEED certification. In addition, FCH prioritizes the use of non-toxic materials in construction, HEPA filters in their mechanical systems and double laminated exterior glass. The use of modular construction reduces the amount of construction waste produced by the project. Both roof tops includes an urban garden. Catalyze SV would appreciate more detail on the level of LEED certification that FCH will pursue, efforts to reduce water usage, efforts to reduce energy usage and any solar panels or electric vehicle chargers to be provided. Catalyze SV recommends the usage of drought tolerant plants, particularly native plants as defined by California Native Plant Society and to avoid invasive species as defined by California Invasive Plant Council.

Intensity/Zoning Score: 5/5

Project proposes 365 units in two 12 story towers reaching the OEI height limit. Tower 1 includes a mix of junior 1-bed and studios for workforce housing. Tower 2 includes a mix of 1, 2 and 3-bed apartments for low income families. Catalyze SV recommends increasing the building height and unit count if the OEI limit is raised in early 2019.

The project is currently proposed as 100% affordable housing targeted towards Very Low Income and Low Income households.
